Training prog for NRHM staff
ITANAGAR, May 06: A two days training for the officers and officials of National Rural Health Mission (NRHM) on office rules and procedure began at Administrative Training Institute (ATI), Naharlagun today.
Inaugurating the training, Health and Family Welfare Secretary Indra Mallo Jain stressed on two important points of office procedures and file maintenance, which, according to her, are proper file noting for future reference and permanent office record. She encouraged all to take optimum advantage of the training and to get their all doubts and cleared by resource persons by making queries without any hesitation.
The first day training gave focus on enhancing the knowledge of the participants on the rules relating to “General condition of service, Conduct rules, file noting, filing etc.”

2nd phase training for presiding and polling officers held
ROING, May 06: The second phase training for presiding and polling officers of Roing, Meka, Iduli, Koronu, Hunli Anchal Blocks for Panchayat Election was held at VKV Auditorium Hall here today. The Presiding and Polling Officers were given training separately in the day long training programme.
Abu Saring, DAEO dwelt at length on the duties and function of Presiding Officer and each Polling Officer, formation of polling party and how to conduct polling rehearsals, collection of polling materials, preparation of ballot papers before poll for issue and also regarding affixing of distinguishing marks, etc for smooth and successful conduct of election for Gram Panchayat, Anchal Samiti and Zilla Parishad.
Sibu Talukdar, UDC demonstrated how to prepare ballot box and other important aspects like sealing of boxes before the commencement and after the completion of poll, etc besides educating about legal aspect of electioneering process through power point presentation. After Chinese pullout, India to step up infra development
India, China agree to restore status quo along LAC
New Delhi, May 06: After the pullout by Chinese troops from Daulat beg Oldi area of Ladakh, infrastructure development programme along the Line of Actual Control is expected to be stepped up besides beefing up of the presence of Indian army there.
Frequency of patrolling along the LAC is also expected to be enhanced as per the new measures being contemplated by the government, sources said here today.
The Government is also planning to give final clearance to a Rs 84,000 crore Army proposal for raising the Mountain Strike Corps along the northeastern borders which will include deployment of IAF assets as per Army's plans, they said.
The force has been working on capability development in the North and Northeastern sector of the country in wake of the major modernization of military infrastructure by China.

‘Untrained jawans’ in PR election duty

ITANAGAR, May 06: In a surprise move, the state government has decided to deploy all the recently recruited IRBn/APPBn jawans, who are presently undergoing training at PTC, Banderdewa and Dergaon (Assam) police academy, for Panchayat election duty. Majority of the trainee jawans had joined their respective training centre only a month ago and are undergoing only basic training. As part of training they are only learning the basic of parade.
It’s a fact that Panchayat election is of emotive nature and violence during the election cannot be ruled out.
Recently, one person lost his life due to poll related violence during the filing of nomination at Koloriang. Keeping in mind such situation, it is surprising to know how the state Govt is planning to deploy untrained jawans for election duty.
“Other than physical exercise and parade we have not been given any kind of training as of now. We are also yet to receive our appointment letter. We don’t mind being called for election duty, but, all of us are not properly trained,” said a jawan on condition of anonymity. Further he added, “We have just undergone basic training. If we are not able to control situation during election, officials might blame us. In such situation we will become scapegoat.”

YINGKIONG, May 06: Upper Siang District Administration is all set to conduct the Panchayat election in a free and fair manner on May 16.
A total of 19,429 voters will exercise their adult franchise to elect seven ZPMs, 47 ASMs and 86 GPMs. 72 polling stations have seen set up for convenience of the voters.

ADC calls for proper distribution of food items
ITANAGAR, May 06: Bordumsa ADC Kento Riba emphasized on judicious and proper distribution of food items under Supplementary Nutrition Programme (SNP) provided to children.
Addressing inaugural function of the 2 days training for Anganwadi workers and education volunteers of EGC/ECTT which began at Panchayat Conference Hall at Bordumsa today, the ADC exhorted them to reap the maximum benefits out of the training and implement the same in their respective centres for the larger interest of the children. He cautioned the participants to be punctual in their assigned duty and maintain time table and the norms of running the centres.
Further, the ADC asked the Bordumsa CDPO to closely monitor and ensure that child receive required calories, protein as per directives of the Supreme Court of India.

Fruit preservation training for farmers
ITANAGAR, May 06: In an attempt to make agriculture more sustainable, the farmers of Kamyir and Sangloputung were given fruits preservation training by Action Aid Society Arunachal (AASA) in collaboration with the Department of Horticulture.
Fifty farmers from both the villages were given practical training on preparation of squash making from locally available fruits, sweet and sour mixed pickle, veniguar (synthetic, simple and species), tomato sauces and puree, chilly sauces, jam and jelly from various agriculture and horticulture produces by AK Kakoti, Assitant Director Agriculture Department of North Lakhimpur Assam with his assistant DK Chutia.

We are said to be living in the age of computer or era of science & technology. Any events, happenings, etc of any corner of the world can be seen through our television and computer sitting at home. Referring to this we would like to bring into light the need for telecast of live assembly session in Doordarshan, Itanagar. Unlike parliament session, which is telecast live and can be watched from any corner of the country, here we don't have the opportunity to watch the live assembly session in our own T.V at home. Not everyone would be privileged to participate in the assembly house and neither everyone would be permitted to witness every assembly session. The assembly session should be aired live on Doordarshan Kendra, Itanagar. The citizens would be more aware of the bills placed in the assembly plus the efficiency of our representatives could be known by watching live telecast. The most beneficial would be the illiterate masses, who, will be more acquainted with the laws. Therefore, in this connection, we would like to suggest the authorities concerned of the Assembly Secretariat and the Doordarshan Kendra, Itanagar to work on to make the live telecast of assembly session possible.

AAPSU also urges the department of higher and technical education to implement the selection procedure of diploma and degree courses in free and fare way so that genuine student get their chance as per their talent. APPSC should mend their ways

I feel it is my obligation to bring to light in front of every responsible and law-
In my case, after obtaining the answer sheets through the RTI Act, I found that there
was an answer unchecked and unmarked in the Mechanical conventional paper-
Now, I wouldn’t claim that I should get full marks for the particular answer but
to simply ignore an answer is definitely not the way examiners ought to check answer
papers. To make things worse, my total score is higher than many recruited from the
mechanical section and I was disqualified for 0.5 marks in Paper-
In the end, it is the aggrieved student who has to bear the consequence of such discrepancies and negligence. Also, this is not the first time something like this has happened as we have seen over the years. So, I would like to ask the APPSC to mend their ways and carry out their duty with the consistency and morale they are supposed to.

But to the utter dismay of the Organization due to lackadaisical attitude of Planning Department, the fund so diverted for the purposed had been lapsed. Since the sanctioned order for the same had receipt by District Planning Officer East Kameng on 16th April 2013, whereas the fund was allotted at R.E stage, which was to lapse after 31st March 2013. Had Planning Department been bit cautious considering the postal service of the State and nature of sanctioned order, it could have faxed the sanction order or intimated the DPO, Seppa for taking up the necessary measures. But their lackadaisical attitude leads to lapse the scheme.
One can understand that the Department deals in Crores, for which they didn’t care
for such meager amount. But for organization like EKSWCO this amount matter much.

Dear Editor,
Through the esteemed of your daily i will like to express my view and opinion about the involvement of student in politics. The involvement of student in politics began during the freedom struggle. After the independence some of the political leader used the exuberance of bubbling youth for their selfish ends. Well political awareness is good, but too much involvement in politics is certainly harmful. Students ignore studies and indulge in slogan shouting, speech making and taking out procession. Sometimes there are clashes between the student groups owing allegiance to political parties with diverse ideologies. Student should not forget their aim and mission. Student should develop political consciousness but not become tools of wily politician.

NREGA a boon for crops
The study on NREGA’s environmental impact was carried out by the Indian Institute of Science, Bangalore, in collaboration with the rural development ministry and the Deutsche Gesellschaft fur Internationale Zusammernarbeit (GIZ), a German government agency for international cooperation.
