Promote communal harmony: Bam

ITANAGAR, May 6: Arunachal Pradesh Congress Committee (APCC) Public Grievances Cell chairman Haryom Bam has called upon both the people of Assam and Arunachal Pradesh to promote communal harmony and preserve rich tradition and culture. He was addressing the people of Assam and Arunachal Pradesh at the  Rongali Bihu Sanmilan at Tunijan near Laluk, Assam on May 5. The Bihu Sanmilan was organized by Gabharu Tunijan Yuva Sangha. People from various communities like Dimasa, Bodo-Kachari, Mishing, Nyishi and Adivasi etc have participated in the programme.

“I am very happy to witness that various tribes of both the states are sharing the platform to showcase its culture, which will help in strengthening the  communal harmony, feeling of brotherhood among the people of two neighbouring states,” Bam said.

 

Training  prog for NRHM  staff

ITANAGAR, May 06: A two days training for the officers and officials of National Rural Health Mission (NRHM) on office rules and procedure began at Administrative Training Institute (ATI), Naharlagun today.

Inaugurating the training, Health and Family Welfare Secretary Indra Mallo Jain stressed on two important points of office procedures and file maintenance, which, according to her, are proper file noting for future reference and permanent office record. She encouraged all to take optimum advantage of the training and to get their all doubts and cleared by resource persons by making queries without any hesitation.

The first day training gave focus on enhancing the knowledge of the participants on the rules relating to “General condition of service, Conduct rules, file noting, filing etc.”

ATI Director Pema Tshetan, Additional MD (NRHM) H Lampung, State Nodal Officer (NRHM) Dr D Padung, attended the inaugural program.

 

2nd phase training for presiding and polling officers held

ROING, May 06: The second phase training for presiding and polling officers of Roing, Meka, Iduli, Koronu,  Hunli Anchal Blocks for Panchayat Election was held at VKV Auditorium Hall here today. The Presiding and Polling Officers were given training separately in the day long training programme.

Abu Saring, DAEO dwelt at length on the duties and function of Presiding Officer and each Polling Officer, formation of polling party and how to conduct polling rehearsals, collection of polling materials, preparation of ballot papers before poll for issue and also regarding affixing of distinguishing marks, etc for smooth and successful conduct of election for Gram Panchayat, Anchal Samiti and Zilla Parishad.

Sibu Talukdar, UDC demonstrated how to prepare ballot box and other important aspects like sealing of boxes before the commencement and after the completion of poll, etc besides educating about legal aspect of electioneering process through power point presentation. W Tikhak, ADC cum DPDO, A Pertin, SDO cum RO Hunli and other Returning Officers and Assistant Returning Officers were present in the meeting. DIPRO

After Chinese pullout, India to step up infra development

India, China agree to restore status quo along LAC

New Delhi, May 06:  After the pullout by Chinese troops from Daulat beg Oldi area of Ladakh, infrastructure development programme along the Line of Actual Control is expected to be stepped up besides beefing up of the presence of Indian army there.

Frequency of patrolling along the LAC is also expected to be enhanced as per the new measures being contemplated by the government, sources said here today.

The Government is also planning to give final clearance to a Rs 84,000 crore Army proposal for raising the Mountain Strike Corps along the northeastern borders which will include deployment of IAF assets as per Army's plans, they said.

The force has been working on capability development in the North and Northeastern sector of the country in wake of the major modernization of military infrastructure by China.

Meanwhile, sources said there is a possibility of India re-adjusting its deployment plans in the Chumar area of Jammu and Kashmir, where Indian troops are in an advantageous positions and can look deep into the Chinese territory.

China has been demanding in the flag meetings that India should dismantle its infrastructure built there including some key forward bunkers, where Indian Army had moved in recent times. However, it is not clear as to what extent India agreed to its demands.

The Indian positions in Chumar, sources said, give India the capability to keep an eye on China's all-important Western Highway.

The Chinese have been carrying out incursions and transgressions into the Chumar area considering its location and the Indian positions there, they said.

Meanwhile, India and China have agreed to restore status quo along Line of Actual Control (LAC) in Western Sector as it existed prior to April 15, when Chinese intruded into Indian territory there.

Announcing this today, Spokesperson in the Ministry of External Affairs also said flag meetings have been held to work out modalities and to confirm the arrangements.

A platoon of Chinese troops estimated at about 50 and accompanied by vehicles and dogs had intruded 19 km inside the Indian territory across LAC in Daulat Beg Oldi sector on April 15 and set up five tents.

The Indian troops had also established tented posts facing the Chinese forces at a distance of 300 metres.

An agreement was reached yesterday for both sides to pull back their troops simultaneously from the face off point, which was completed at 1930 hours, sources said.

Indian and Chinese commanders at the local level shook hands before withdrawing, they said.

A day after India and China ended their three-week long face-off in Ladakh, the Indian government said on Monday there was no "deal" with China.

Dismissing speculation of any "deal" while resolving the situation, government sources said the two sides have only agreed to sit and talk about the peace and tranquility along the line of actual control (LAC) while restoring to the status quo in the sector. Meanwhile, China stopped short of acknowledging that it's troops, which had intruded 19 kms into Indian territory, were going back to position prior to April 15 but said the "stand-off incident" has been resolved through "fruitful consultations".

In Beijing, Chinese foreign ministry spokeswomen Hua Chunying said, "Following the stand-off incident at the border area, China and India with the larger interests of bilateral relations in mind have taken a cooperative and constructive attitude".

The two sides exercised restraint and properly handled the incident through relevant mechanisms, diplomatic channels and border meetings, she said. PTI

 

 

Untrained jawans’ in PR election duty

ITANAGAR, May 06:  In a surprise move, the state government has decided to deploy all the recently recruited IRBn/APPBn jawans, who are presently undergoing training at PTC, Banderdewa and Dergaon (Assam) police academy, for Panchayat election duty. Majority of the trainee jawans had joined their respective training centre only a month ago and are  undergoing only basic training. As part of training they are only learning the basic of parade.  

It’s a fact that Panchayat election is of emotive nature and violence during the election cannot be ruled out.

Recently, one person lost his life due to poll related violence during the filing of nomination at Koloriang. Keeping in mind such situation, it is surprising to know how the state Govt is planning to deploy untrained jawans for election duty.

“Other than physical exercise and parade we have not been given any kind of training as of now. We are also yet to receive our appointment letter. We don’t mind being called for election duty, but, all of us are not properly trained,” said a jawan on condition of anonymity. Further he added, “We have just undergone basic training. If we are not able to control situation during election, officials might blame us. In such situation we will become scapegoat.”

 

 

19,429 voters will elect 7 ZPMs, 47 ASMs, 86 GPMs in Upper Siang

YINGKIONG, May 06: Upper Siang District Administration is all set to conduct the Panchayat election in a free and fair manner on May 16.

A total of 19,429 voters will exercise their adult franchise to elect seven ZPMs, 47 ASMs and 86 GPMs. 72 polling stations have seen set up for convenience of the voters.

There are seven Zilla Parishad (ZP), 62 Anchal Samity (AS) and 220 Gram Panchayats (GPs) in Upper Siang District. The ZP seats are Yingkiong, Jengging, Geku, Katan, Mariyang-Mopom, Tuting- Migging and Likor-Singga. Of the seven ZP seats Katan and Likor Singa are reserved for women. A total of 17 candidates will fight it out for the seven ZPM seats.

Fourteen INC and one independent candidate have been declared elected unopposed out of the total 62 ASM seats. A total of 96 candidates will fight it out for the remaining 47 AS seats.

In Gram Panchayat, 140 candidates will fight it out for the remaining 86 seats after 134 candidates were declared elected unopposed out of the total 220 seats. The main contest will be held between ruling Congress party candidates and Independent in almost all the seats. A total of 592 polling personnel, including Presiding/ Polling officers, Polling attendants and 22 sector magistrates have been appointed for peaceful, free and fair conduct of election. DIPRO

 

 

Pre-poll security arrangement in

East Siang reviewed

PASIGHAT, May 06: East Siang DC R K Mishra and SP Pushpendra Kumar on Monday reviewed the security arrangements for the ensuing Panchayat in the district as well as Municipal election in the state’s oldest town Pasighat due on May 16 next. The pre-poll review meeting was held in the RPL (Reserve Police Line) conference hall and it was attended by DC RK Mishra, SP Pushpendra Kumar, DSP BS Mahra, EAC Oli Perme and hundreds of police personnel.

Addressing to the police personnel the Deputy Commissioner Mishra said “as security personnel, you will be part of fair and fearless election in accordance with election law and guidelines. In doing this, you will have several different roles — protector, communicator, and judge. You will need to be patient, knowledgeable, organized, firm, and, most of all, impartial. At times, your hard work may seem thankless. But remember, your job is not to please everyone but to run a fair and honest election.”

He asked the police personnel to ensure that no anti-poll activity took place in the district.  Mishra further said district election authority has identified various places as sensitive and hypersensitive and therefore they must ensure that utmost care is taken to check the complaints of booth capturing, threats and bogus voting etc during the polling. “You should be fair and impartial, treating all candidates equally and avoiding any acts of favoritism or even the appearance of favoritism.” Before concluding his speech, the DEO Mishra said “It was a routine poll-review meeting and all other arrangements were finalized and we are ready for polls”.

Earlier, SP Kumar presented a brief report on police strength and threw lights on various provisions on ‘Election Offences’ and ‘Dos & Don’ts. After threadbare discussion on poll and security arrangements Kumar informed that additional police forces from the PHQ are expected to arrive soon in the district to strengthen the present police force. ‘You are an important and essential part of the democratic process’, stated the SP. You should maintain a businesslike relationship with all candidates even if you work with or are personal friends with any of them, Kumar further added.

Meanwhile, the 2nd phase training for Municipal Presiding and Polling officers was held in the DC’s conference hall today under active supervision of DPDO Nilima Kumar (ADC) and EAC Starlie Jamoh. DIPRO

 

 

ADC calls for proper distribution of food items

ITANAGAR, May 06: Bordumsa ADC Kento Riba emphasized on judicious and proper distribution of food items under Supplementary Nutrition Programme (SNP) provided to children.

Addressing inaugural function of the 2 days training for Anganwadi workers and education volunteers of EGC/ECTT which began at Panchayat Conference Hall at Bordumsa today, the ADC exhorted them to reap the maximum benefits out of the training and implement the same in their respective centres for the larger interest of the children. He cautioned the participants to be punctual in their assigned duty and maintain time table and the norms of running the centres.

Further, the ADC asked the Bordumsa CDPO to closely monitor and ensure that child receive required calories, protein as per directives of the Supreme Court of India.

Sananda Pradhan, senior lecturer and Chajja Lowang, lecturer from DIET Changlang are imparting training to the participants as resource persons.

DDSE, DD ICDS, BRC, Changlang district, host of officials of ICDS Bordumsa and BRC Bordumsa attended the training.

The two days programme is sponsored by the District Administration Changlang in collaboration with the ICDS department of Changlang district.

 

 

Seminar on career guidance held

CHANGLANG, May 06: Useful career guidance tips and advice were given to the youths of Changlang district by Deputy Commissioner Chanchal Yadav during the district level seminar on career guidance organized by Career Guidance Cell (CGC), Changlang at DIET Auditorium here yesterday.

The Deputy Commissioner and Patron of the Cell while explaining career prospects at central and state services, gave useful tips on how to prepare for UPSC, APPSCCE and other competitive examinations. She also informed about job opportunity in Indian Army, SSA Rajya Mission and various other state Govt departments and advised the educated unemployed youths to grab the opportunities.

The DC also said that the agro-climatic condition of this region is congenial to grow crops like floriculture, orchids, tea, rubber, large cardamom, mushrooms, organic oranges, ginger and tea nursery. The DC exhorted the people take up these activities seriously and commercially for their economic benefit.

She also informed that about 7.5 lakh jobs would be created in Banking Service Sector in the next 5 years.

BK Singh, SP, highlighted the career options in police and para military forces, the educational qualifications, physical endurance and interview for such posts. He also advised the educated youths to opt for jobs in electronic and print media, entertainment world and even in hotel management.

Major, Chetan Mahapatra 4 Assam Rifle, elaborated thoroughly on career options in armed forces through PowerPoint presentation. He also explained other roles and activities of Army besides their normal assigned duties.

Fruit preservation training for farmers

ITANAGAR, May 06: In an attempt to make agriculture more sustainable, the farmers of Kamyir and Sangloputung were given fruits preservation training by Action Aid Society Arunachal (AASA) in collaboration with the Department of Horticulture.

Fifty farmers from both the villages were given practical training on preparation of squash making from locally available fruits, sweet and sour mixed pickle, veniguar (synthetic, simple and species), tomato sauces and puree, chilly sauces, jam and jelly from various agriculture and horticulture produces by AK Kakoti, Assitant Director Agriculture  Department of North Lakhimpur Assam  with his assistant DK Chutia.

The farmers due to lack of proper marketing facilities, they have to throw away their produces, if it is not sold in local market as most of them are perishable. This training was conducted under initiative of Narang Tani, Jt. Director Horticulture.

Farming is our age-old traditional livelihood; but we wanted to be a better farmer than our parents with more innovative ideas and equipped with modern farming technologies to make this profession sustainable, said Techi Oma, group leader. “We have huge potential for establishment of micro processing units where rural farmers (cluster form) can preserve and process their products which will save our food from being wasted or thrown away”, she said.

“Most of our agri-horti products get wasted due to lack of innovative and systematic marketing strategy. Our policy makers should be little innovative and should develop strategic market policies and play a pro-active role in implementing such policies programme to encourage those who are engaged in such farming activities at grassroots level, she added.

AASA president S Teetu Yoka also spoke on the occasion.

 

 

Orientation programme on institutional planning and management concludes

ITANAGAR, May 06: Two phases of orientation programme on institutional planning and management for headmasters and principals of government secondary schools and higher secondary schools of the state held at SCERT, Itanagar concluded recently.

School administration and supervision, educational planning and management, school development plan, monitoring quality in secondary education, protection of children from sexual abuse, maintenance of books of accounts, report and returns and aims, roles of heads of institution etc were discussed during the programme.

Attending the programmes, Commissioner and Secretary (Education) C B Kumar emphasized the need to channelize student’s energy for better learning and also emphasized the need to assign local specific subject wise project work to the students.

He also emphasized the urgency to use E-mail for all official work in order to save time and energy.

Director of Elementary Education B Yirang emphasized the need of organizing such orientation programmes for academic as well as administrative improvement at the school level.

SCERT Principal and SCERT vice principal P K Chakravorty supervised the whole programme.

 

 

The PRC debacle

By still pressing on the Permanent Resident Certificate (PRC) issue, despite collective protest from the indigenous population, the state government has proved its short-sightedness and stupidity as well as guaranteed that the tumultuous times are ahead with communal disharmony as its primary element to engulf the state. Or else why they are adamant to go ahead with the PRC issue that has been out rightly rejected by its entire indigenous population.

What is the purpose behind the creation of Joint High Power Committee (JHPC) that too for a cause that is against the ‘will’ of its people? Why the government is trying to stir the hornet nest all over again? Why they have started building gaps instead of bridges between the APST and non-APST?

Couple of years ago, in a clandestine move, our ‘people first’ government, keeping the sentiment of its people behind, launched a covert mission of granting PRC to non-APST. Ingenious enough, they decided to test the favourable current first; therefore, they choose, politically and socially most passive districts – Lohit, Namsai, Changlang and Tirap. But their clever moves was toppled by the agility of AAPSU then headed by President Takam Tatung. Thankfully, the swift response not only stirred the state but also saved these stolid districts from being tormented with another load of tribulation. Later, the state wide agitation coerced the government to dump the issue.    

Evidently, it was a hasty political move that was meant to backfire and it did, inflaming Namsai and some portion of Changlang district. Because of PRC fiasco, many people are unaware of a certain fact that a local boy was brutally lynched and many houses of the locals were set on fire by the non-APST mobs (all coming from outside the state) at Mohong under Namsai sub-division as well as Namsai was ransacked partially. The tragic incident went unnoticed as there was no media to relay the news.

As per the report, the non-APST mobs were even contemplating on infinite economic blockade in the areas bordering Assam until granting of PRC. Thankfully, common sense prevailed and the animosity was waved off before it provoked widespread communal riots and claimed more lives.

During that time, the most shocking role was of the local administration, as they almost ignited full-fledged communal riots fuelled by our government by ignoring the request of the locals and allowing the non-APST rally, mostly consisting of people residing outside the district to traverse through the danger zone. The mayhem was inevitable as it led to the scuffle between the local residents and outsiders including the ransacking of Namsai town.   

Then it was horrifying to witness the vicious aggression of some resident non-APST. Here is a lesson to be learnt that when the resident non-APST got the ‘fang’ to strike back, they did, totally forgetting about the generational co-existence with the locals.  It is a dangerous sign; the resident non-APSTs are capable of ‘betraying’ the state whenever opportunity inclines towards them.

Apart from the lingering threat of betrayal, I’m informed that PRC will be granted to non-APST candidates seeking for employment in defence and other sectors. I can certainly say, none will reprimand such selfless endeavours but then who will not object if it’s prioritized by stepping upon the rights and treading down the ‘will’ of the indigenous population.

If the government’s intention is to cease the problems than why not they start with the ST credentials of the Tangsa, Tutsa, Nocte and Wancho tribes as they are unable to seek central jobs due to lack of legitimate ST status. Unfortunately, they are yet to speak on this issue. I think they should as it also relates to ‘seeking’ employment.  

Right this moment, considering the horrific plights of the surrendered youths, the primary focus should be on employing them by simply implementing the ‘Surrender Policy’ but they haven’t stating that the surrendered youths belonged to the Naga outfits. The simple argument is - if the surrendered youths are deprived of livelihood packages or employment for just belonging to Naga outfit than how come the non-APST who doesn’t even belong to Arunachal Pradesh qualifies for that. The list is endless and such initiative of the government is only broadening the horizon of conflict.

By the way, are we prepared enough to tackle the legal complicacies that the PRC issue will bring along? For instance, according to the official rule, the APST applicant to procure PRC has to submit Scheduled Tribes Certificate along with the PRC application and the failure of submitting ST automatically bars the applicant from obtaining it.

In view of the rigid norm, will it be legal to issue PRC to non-APST candidates without ST certificate? Anyways, is it an encrypted message of our government that soon all non-APST population born or residing within the state from certain period of time will be honoured with temporary ST certificate? Why the government is so eager to bend some laws and how can they ensure that non-APST will not claim for other rights once PRC is granted?

By shuffling through the pages of history, we will know, while confronting legal complicacies, its only failure that our government has accomplished or else handful of Chakma-Hajong Refugees (CHR) wouldn’t have squashed them in the court time and again as on many occasions, CHR have won the rights based on trivial documents issued by government officials.  

Based on the past incidences, when it comes to legal issues our government is a total failure as they have failed even to protect their own officials who were falsely accused and dragged to court by CHR think-tanks. With such past, full of failures, how will they manage to fight the legal battle against the intellect and resources of non-APST?

In layman language, the granting of PRC will be followed by legitimate claim - right to possess land within the state. Legally, I believe, such appeal can’t be overruled because how can a person, subjected to be landless in his adopted homeland. In not that distant future, mark my words, the state of Arunachal Pradesh will be ordered by the court of law to allow non-APST to possess land within the state.

Secondly, the norms of Inner Liner Permit will be drained out from the system and with the lifting of ILP restriction; one can imagine the influx of people. And within another decade, it won’t be surprising, if someday, a non-APST becomes the Chief Minister of the state and we – the indigenous population, a second class citizen in the land of their ancestors.  

At the close of the event, no matter how much our government refute, these are the conclusive corollary of the PRC issue. Once the legal option opens up, I don’t think anyone will be saint enough to let go the opportunity by not contesting for the rights that they will be eligible of as the Permanent Residents of Arunachal Pradesh. Assembly session should be telecast live on Doordarshan

Dear Editor,

We are said to be living in the age of computer or era of science & technology. Any events, happenings, etc of any corner of the world can be seen through our television and computer sitting at home. Referring to this we would like to bring into light the need for telecast of live assembly session in Doordarshan, Itanagar. Unlike parliament session, which is telecast live and can be watched from any corner of the country, here we don't have the opportunity to watch the live assembly session in our own T.V at home. Not everyone would be privileged to participate in the assembly house and neither everyone would be permitted to witness every assembly session. The assembly session should be aired live on Doordarshan Kendra, Itanagar. The citizens would be more aware of the bills placed in the assembly plus the efficiency of our representatives could be known by watching live telecast. The most beneficial would be the illiterate masses, who, will be more acquainted with the laws. Therefore, in this connection, we would like to suggest the authorities concerned of the Assembly Secretariat and the Doordarshan Kendra, Itanagar to work on to make the live telecast of assembly session possible.

Release stipend

Dear Editor,

The All Arunachal Pradesh Students Union (AAPSU) appeals the state Govt. for immediate release of Stipend/Scholarship money. The students especially those studying outside state are facing lots of problems due to non-release of stipend. For many students Stipend/Scholarship is only way to get back to their home after completion of their exam. I strongly appeal the state Govt. to immediately release Stipend/Scholarship money within a weak.

The AAPSU also urges the Education department to ensure proper implementation of all the schemes related to the education of children. Especially SSA which is dealing with primary education, the union asks the concern department to implement all its schemes in the interest of the student.

AAPSU also urges the department of higher and technical education to implement the selection procedure of diploma and degree courses in free and fare way so that genuine student get their chance as per their talent. The union also appeals the higher education department to open at least three women colleges in the state as our state does not have a single women collage.

APPSC should mend their ways

Dear Editor,

I feel it is my obligation to bring to light in front of every responsible and law-abiding citizen about the discrepancies prevailing within the APPSC regarding conduct of recruitment processes. The indifference or should we say negligence, on the part of the recruitment body, i.e. APPSC has been a recurring tale and is more or less an assured occurrence, as has been seen after numerous recruitment examinations.

In my case, after obtaining the answer sheets through the RTI Act, I found that there was an answer unchecked and unmarked in the Mechanical conventional paper-2 of the A.E (electrical) exams conducted on September last. I had quite neatly and distinctly attempted and mentioned the particular answer. Now, as per APPSC norms, the answer sheet is checked by two examiners and ironically both had failed to mark that same particular answer.

Now, I wouldn’t claim that I should get full marks for the particular answer but to simply ignore an answer is definitely not the way examiners ought to check answer papers. To make things worse, my total score is higher than many recruited from the mechanical section and I was disqualified for 0.5 marks in Paper-2. Also, there was overwriting on the award sheet which showed that marks for two questions were altered.

In the end, it is the aggrieved student who has to bear the consequence of such discrepancies and negligence. Also, this is not the first time something like this has happened as we have seen over the years. So, I would like to ask the APPSC to mend their ways and carry out their duty with the consistency and morale they are supposed to.

But to the utter dismay of the Organization due to lackadaisical attitude of Planning Department, the fund so diverted for the purposed had been lapsed. Since the sanctioned order for the same had receipt by District Planning Officer East Kameng on 16th April 2013, whereas the fund was allotted at R.E stage, which was to lapse after 31st March 2013. Had Planning Department been bit cautious considering the postal service of the State and nature of sanctioned order, it could have faxed the sanction order or intimated the DPO, Seppa for taking up the necessary measures. But their lackadaisical attitude leads to lapse the scheme.

One can understand that the Department deals in Crores, for which they didn’t care for such meager amount. But for organization like EKSWCO this amount matter much. The organization is been pole-axe now with such kind of irresponsible attitude of State Planning Department, and therefore would like to humbly request the concern authority to kindly reconsider the matter, for which the fund for the project could be materialized.

Student politics

Dear Editor,

Through the esteemed of your daily i will like to express my view and opinion about the involvement of student in politics. The involvement of student in politics began during the freedom struggle. After the independence some of the political leader used the exuberance of bubbling youth for their selfish ends. Well political awareness is good, but too much involvement in politics is certainly harmful. Students ignore studies and indulge in slogan shouting, speech making and taking out procession. Sometimes there are clashes between the student groups owing allegiance to political parties with diverse ideologies. Student should not forget their aim and mission. Student should develop political consciousness but not become tools of wily politician.

NREGA a boon for crops

The study on NREGA’s environmental impact was carried out by the Indian Institute of  Science, Bangalore, in collaboration with the rural development ministry and the Deutsche  Gesellschaft fur Internationale Zusammernarbeit (GIZ), a German government agency for  international cooperation.

It covered 2,057 NREGA beneficiary households in Medak in Andhra Pradesh, Chitradurga in  Karnataka, Dhar in Madhya Pradesh and Bhilwara in Rajasthan.

Check dam, percolation tank and de-silting projects undertaken as part of the programme have  improved groundwater levels in the villages studied states the report. “The levels were  found to have either increased or remained the same as the pre-scheme period (before 2006)  despite continued extraction,” states the study.

Crop yields increased by seven per cent in Bhilwara to 100 per cent in Dhar owing to water- harvesting projects that expanded the irrigated area. Households reported higher water  consumption thanks to the rise in the number of water bodies.

Soil organic carbon, crucial for improving crop yields, had increased in 72 per cent of the  899 beneficiary sample plots owing to land leveling, contour and graded bunding, pasture  development and silt application projects.

Similarly, check dams and land-terracing projects had reduced soil erosion in 82 per cent of  sample plots and afforestation and horticulture development had led to an increase in the  yields of fruits such as guavas and lemons.

Increased tree plantation seems to have led to carbon sequestration in the biomass and the  soil, potentially contributing to a mitigation of climate change.

The report comes at a time when the comptroller and auditor general has slammed NREGA for  delayed payment, denial of unemployment allowance, commissioning of projects not permitted  under the scheme and poor awareness.
